Provincial Nominee Program


Provincial Nominee Program is province-based program under which a province nominates the candidate who has met one of the province’s PNP streams criteria.  Each province has different PNP streams which are categorized based upon its economic and demographic needs.

Once an applicant gets the nomination from the province, it can be used to support the federal immigration application either via Express Entry or Non-Express entry.

Quebec and Northern Canada territory of Nunavut being exception to this program.

Provincial Nominee Program (PNP) enables Canadian provinces and territories to nominate applicants who wish to immigrate to Canada and who are interested in settling in a particular province. The only exceptions are the Northern Canada territory of Nunavut and Quebec.

Each Canadian province and territory manages its own PNP streams designed to meet its specific economic and demographic needs. These streams can either support a Federal Immigration application via ‘Express Entry’ or through an independent ‘Non-Express-Entry’option. PNP is designed for individuals who have the expertise, education, and job experience to contribute to the economic development of a given province.

A successful applicant to a PNP will be nominated by the province to apply to the federal government for permanent residence. After you have been nominated by a province or territory, you have to make a separate application to IRCC for permanent residence either through regular stream or Express Entry Stream. An IRCC officer will then assess your application based on Canadian immigration regulations.

Each PNP has at least one immigration stream that is aligned with the federal Express Entry immigration selection system. Provincial nominations issued under these Express Entry-aligned streams are known as 'enhanced nominations'. The benefits of enhanced PNP streams are that they award Express Entry candidates an additional 600 Comprehensive Ranking System (CRS) points, which essentially guarantee that they will receive a permanent residence invitation under Express Entry.
